[Towny Addon] Ignore Wilderness

This plugin adds a new WorldGuard flag called "ignore-wilderness" that turns off Towny's wilderness protection in a region. In a minimal setup with just WorldEdit, WorldGuard, Towny, and this plugin, players can normally build in wilderness areas where they otherwise couldn’t. However, if you also have WorldGuard build permissions enabled, then only players with those specific permissions can build or break blocks—even in regions with the "ignore-wilderness" flag. Essentially, it's like temporarily giving players the "towny.wild.*" permission in that region, so Towny's restrictions are lifted while still letting WorldGuard and other plugins control who can modify the area.
