Backporting some sounds from modern Minecraft to 1.8.9, because the missing noises for witches and blocks were bothering me.

It creates a resource pack for you to enable. Make sure to delete that when updating so it can generate a new one!

• Transitioning from alpha to beta!
• Sound logic moved client-side, so we should be working on servers now!
• All sounds besides witch throw and lily pad placement are functional, fix for them Soon:tm:
