Phantoms spawn in the End

Phantoms now spawn naturally in the End regardless of insomnia rules. This allows any world to essentially move Phantoms to the End dimension simply by setting "/gamerule doinsomnia false" or by setting Phantom spawns to "off" in the world creation game rule settings.

Phantoms have a range of spawn weights depending on biome. They prefer to spawn in the End Highlands and Small End Islands with far less common spawns in the End Midlands and End Barrens.

Phantoms do not spawn on the main End Island.
