this mod you can have bedrock and mine bedrock using tools from this mod tools that can mine bedrock are

the bedrock smasher, bedrock pickaxe, true bedrock pickaxe. (PS you need to right click)
in crative there is a wierd item dont mind that ok ;)
molduble bedrock and mold and bedrock upgrade
there also an Xray tool that allows you to Xray
