Its a plugin that switched PvP on and off:
On for 20 mins every 5-30 mins.
It is of for a random amount of time in the rage 5-30.
NOTE: if the tickspeed is changed then the time will not work properly.
e.g. if tick speed is sped up then the range of time will be shorter like 2-25 mins etc
