Deep Guardian Fix

I ran into an issue with YUNG's Better Ocean Monuments and Tectonic where I could get monuments to generate at y level -250 but the guardians would only spawn at vanilla depths. So, I vibe coded this small mod to make the guardian spawn mechanics ignore depth. It's only meant for 1.21.1 NeoForge and I wrote this for my modpack and do not plan on updating it but if anyone else needs this it's here.
