Elytra PVP Rebalance

Intended to prevent players from fleeing PVP with elytra.

When a player takes damage (except fall, kinetic, starve, and worldborder) or attacks another player, they will receive an elytra flight time limit of 5 seconds. This lasts for 3 minutes after attacking or taking damage. After 2 minutes of not taking damage or attacking your timer will increase by 1 second every 45 seconds. Performing a mace smash or dismounting spear hit resets the timer to 5 seconds.

All values are configurable through gamerules.
