Better Tipped Arrows improves the behavior of vanilla tipped arrows by making their effects more intuitive and useful.

When a tipped arrow hits the ground, instead of requiring players to shoot entities directly, it releases a vanilla-style lingering potion cloud at the impact location.
The cloud uses the exact potion, duration, and amplifier of the arrow, creating a behavior consistent with lingering potions.
